Lugia Raid Guide
Lugia– The Diving Pokemon

[Personalized Counters]

[Infographic Download]

Lugia is an extremely tanky Psychic/Flying type, who is an incredible efficient counter to Fighting-Type Pokemon in raids.

Lugia is weak to : Rock, Ghost, Electric, Ice and Dark Damage.

Generally speaking, the best regular counters for it are:
Zekrom, Darkrai, and Giratina.

Lugia can be beaten by 3 players in optimal weather, with max friendship and perfect level 40 counters or by 6 unfriended players using level 20 counters from this guide. When caught, Lugia will be between 2028 and 2115 cp without a weather boost. In Windy weather, Lugia will be between 2535 and 2645 when caught.

Lugia In the Meta

Raid Meta – Extrasensory / Sky Attack

Lugia is a phenomenal Flying-Type attacker! Quite possibly THE most notable Pokémon who manages to be relevant in raids despite a middling attack stat. It’s incredible bulk (especially against Fighting-Types, which it double resists) makes it incredibly resource efficient. A single Lugia is able to 1v1 a Machamp raid all by itself! This all said, Aeroblast is better.

Raid Meta – Extrasensory / Aeroblast (Elite TM)

Aeroblast came into Lugias movepool November 2020. It is prefered over Sky Attack generally, and makes Lugia’s status as the premium TDO Flying type even more secure. It an absolute nuke of a move that dose 180 damage, but will take longer to charge than Sky Attack.

[#table id=Rank_Flying/]

PVP Meta – Any / Sky Attack + Aeroblast

Aeroblast is both the most powerful move in the game with the best DPE as well. It is a crazy nuke of an attack, that comes with a 1/8 chance to buff your attack by 2 stages.  Lugia with Aeroblast is poised to be very good in all three leagues.

Strategy

Lugia is an extremely tankly pokemon, requiring more trainers to take it down than normal. It might be possible to duo is some insanely niche situation involving lots of maxes out megas during fog-but practically, everyone needs at least 3 trainers. If you just generally have decent level 35 or so counters, you should be expecting to need about 4 people.  If you want to get to a trio, you’re going to need something extra. Either Shadow Pokemon, Megas, level 40 counters (to the appropiate moveset), or Rainy/Foggy weather on your side. All of this already assuming Best Friend status. If you are looking to be safe, 5 or so is the point you can start to get more comfortable with your margin.

  • Hydro Pump:

    • Hardest moveset due to hitting Rampardos for weakness. knocking it down 20 spots in Ranking.
    • Rock-Types are hit for 💥 Weakness
  • Sky Attack:

    • Second hardest moveset, appriciated by Rampardos and Raikou.
    • Rock-Types are hit for 🛡️ Resistance
    • Electric-Types are hit for 🛡️ Resistance
  • Futuresight:

    • Easiest moveset, Darkrai becomes the best counter.
    • Dark-Types are hit for 🛡️🛡️ Resistance

Shadows and Megas

There are a couple classes of unique pokemon that are more difficult to use than others, they have been filtered out here to not clog up the counters too much. These pokemon are much more resource expensive than other options.

  • Mega Gengar: Best Counter against Sky Attack and Hydro Pump. Top counter otherwise.
  • Shadow Raikou: Top Counter in neutral situations
  • Shadow Magnezone: Top Counter in neutral situations
  • Mega Houndoom: Best Counter against Future Sight.
  • Shadow Weavile: Top Counter against Future Sight.
  • Shadow Zapdos: Top Counter in neutral situations

Weavile has been a reward from “Catch 5 Poochyena or Houndour” quests. Sneasel can also spawn from Glacial Lure Modules. Weavile is generally the top Dark-Type in terms of raw attack power. While it looks frail, it can honestly tank a lot more than you’d expect-especially if we’re talking Psychic-Type damage. Shadow Claw is NO LONGER legacy! But if you were lucky enough to play during Gengar Raid Day, Lick is just as good. Hex is a bit of a drop, but still usable. Gengar isn’t too difficult to acquire with Gastlys nesting and being a common night spawn, as well as being featured in annual Halloween events. Gastly currently can be found in nests. With Level 35 Gengar you need 5 players.

Chandelure is incredibly hard to get right now. It was released September 17th, and you can only get Litwick from 10k eggs! It is the new highest DPS Ghost AND Fire-Type. There was a Halloween quest and Spiritomb Special Research that rewarded one at least. With Level 35 Chandelure you need 5 players.

  • Best Estimator VS: Dragon Tail / Hydro Pump
  • Best Ranking VS: Dragon Tail / Futuresight
  • Type Interactions:
    • 1× Weak: Water

#12 Tyranitar (Elite TM Moveset)

  • ⚔️ Raw Damage: ⭐⭐⭐☆☆
  • 🛡️ Survival/Bulk: ⭐⭐⭐⭐⭐
  • 📉 Consistency: ⭐⭐⭐☆☆
  • 🌐 Accessibility: ⭐⭐☆☆☆

Best Moveset: Smack Down (Elite TM) / Stone Edge
Accessibility will be a bit tough if you are only starting now as Larvitars do not nest and are rare. They are also in 10k eggs. Tier 4 Tyranitar Raids were a staple for quite a while, however. Larvitar can be found in ‘Make 3 Excellent Throws in a Row’ Quests. The family was last in raid bosses during Water Festival in Sept 2019. Larvitar community day (the only time you could get Smack Down) was June 2018. It isn’t the highest raw DPS Dark-Type anymore, but it has a ton of bulk on top of near optimal DPS. Weavile and Honchkrow trade with it depending on the matchup.
With Level 35 Tyranitar you need 5 players.

  • 🛡️ Survival/Bulk: ⭐⭐⭐☆☆
  • 📉 Consistency: ⭐⭐⭐⭐☆
  • 🌐 Accessibility: ⭐⭐⭐☆☆

Best Moveset: Spark /

Wild Charge
Luxray evolves from Shinx, which is a raid exclusive Pokemon; and always acquired at level 20 (or 25 if caught during rain). This makes it quite the pain to evolve. Even if you pinap every Shinx, it will still take 17 raids just to get enough base candy to Evolve it. Shinx raids have become a staple however and are pretty reliably around, and are Tier 1 raids that anyone can do. Shinx as a Buddy finds a candy every 5km, which is better than legendary Pokemon but still not great. With Level 35 Luxray you need 5 players.

Swinub has gotten a community day (February 2019) and was also featured in Christmas events. Finally, Swinub can also spawn in the pool of Pokemon from Glacial Lure Modules, which you can get from the shop for 200 coins. Swinub currently can be found in nests. With Level 35 Mamoswine you need 5 players.

  • ⚔️ Raw Damage: ⭐⭐☆☆☆
  • 🛡️ Survival/Bulk: ⭐⭐⭐☆☆
  • 📉 Consistency: ⭐⭐⭐⭐⭐
  • 🌐 Accessibility: ⭐⭐⭐⭐☆

Best Moveset: Frost Breath / Avalanche
Glaceon evolves from Eevee, which is a nesting species, who has also been featured in community day, AND in many many events. Eevee is also just a decently common Pokemon in general, with even increased spawns in Partly Cloudy weather which is fairly common. If all else fails, you can acquire a shiny Eevee from the “Jump Start” Special Research quest part 4/6. Eevee is also a quest reward for the “Evolve a Pokemon” Field Research quests. “A Ripple in Time” Special Research also rewards a normal Eevee in both part 3 and part 4. After acquiring enough Eevee candy, Glaceon can be acquired in one of two ways: Either, you get a Glacial Lure Module and evolve Eevee while within its boundaries, or you use a ONE TIME USE naming trick, naming your Eevee “Rea” prior to evolving. Eevee currently can be found in nests. With Level 35 Glaceon you need 5 players.

#21 Mewtwo (Elite TM Moveset)

  • ⚔️ Raw Damage: ⭐☆☆☆☆
  • 🛡️ Survival/Bulk: ⭐⭐⭐⭐☆
  • 📉 Consistency: ⭐⭐⭐⭐☆
  • 🌐 Accessibility: ⭐☆☆☆☆

Best Moveset: Psycho Cut / Shadow Ball (Elite TM)
Mewtwo is pretty inaccessible, as the useful form hasn’t been released recently. Luckily the moveset, however, isn’t exclusive to its EX raid period! Trading for one is probably the most likely way you’d be able to get one of these, and you can use the candy you got from catching Armored Mewtwo to power it up. That said, if you weren’t lucky enough to get an Ex Raid back during its era Shadow Ball period-you can’t get it now. When Mewtwo was released from its EX shackles for a global event-that move was removed from its TM pool. This used to be more unfortunate, but there are quite a lot of alternative Ghost-Type options at this point so don’t sweat it too much. With Level 35 Mewtwo you need 5 players.

  • Alternative Fast Moves: Confusion
  • Best Estimator VS: Extrasensory / Sky Attack
  • Best Ranking VS: Dragon Tail / Hydro Pump
